Citizens' Shrinking Book: What 2026's Rate Cuts Mean for Florida Homeowners

For the first time since 2015, Citizens Property Insurance is recommending rate cuts for the majority of its personal lines policyholders. After years of headlines about Florida's insurance crisis, that's a real signal — and it's worth understanding what's actually changed, and what it means if you're one of the hundreds of thousands of homeowners who've moved on or off Citizens' books in the last few years.
What's Changing
Citizens has recommended rate reductions for three out of five personal lines policyholders, with a statewide average decrease of 2.6%. For the policyholders actually seeing a cut, the average reduction is 11.5% — about $359 off the typical policy. If approved by Florida's Office of Insurance Regulation, the new rates take effect June 1, 2026.
That follows a much bigger shift already underway: Citizens' policy count has dropped 73% from its October 2023 peak of 1.42 million policies, as private insurers have re-entered the market and depopulation programs have moved eligible policies to private carriers.
Why It's Happening
Florida's 2022–2023 legislative reforms have stabilized the market enough that private capital is coming back, which is what's allowing Citizens to shrink and rates to finally level off. On top of that, NOAA is forecasting a below-normal 2026 Atlantic hurricane season, which eases near-term loss expectations across the board — though "below-normal" still means storms will form, and one bad landfall changes the math fast.
What This Means for You
If you're still with Citizens, a rate cut may show up automatically at your next renewal — but that's exactly the moment to check whether a private carrier now offers better coverage or a better price for your specific risk profile, not just take the renewal as-is.
If your policy was moved out of Citizens through depopulation in the last few years, it's worth a second look. The carrier you were assigned to isn't necessarily the best long-term fit, and with more private carriers actively writing business again, you may have real options you didn't have a year or two ago.
Either way, the fundamentals still decide your premium: wind mitigation credits, roof age and type, and any coverage gaps in your current policy. A more competitive market rewards homeowners who shop it.
